I think it could be a mixture of both, the system can sometimes be lax with the students that don't have the attention span to learn, but then again its also the kids fault for not meeting the teacher half-way. There is a complete lack of co-operation~

True. I hate girls like that. It's unattractive as hell and I doubt if their literacy skills are on par.
