The House of the Dead, any of them, in terms of difficulty for arcade games, its way to hard... so many quarters wasted (I once spent $20 in HotD3 and still did not win  >:( )

GTA in general. All of the enemies are the same. The only difference is the equipment. Then again, who's expecting a giant tentacle mecha from outer space as a final boss from GTA?
