So you can do that now. How to do it:

Go to Steam Settings. Under the account tab, find "Beta Participation"
Change that to "Steam Beta Update" and restart Steam
Go into Grid View and right click any game you want to change the icon of
Click "Set Custom Icon..." and browse to any 460x215 image you want to use.

If you have a game you can't officially link with Steam (i.e. disc copy of Oblivion or a pirated copy of a game), here's how to get the official icon in high quality:

Go to the game's page on the Steam website
Right click the grid icon on the side and click "View Image" or whatever your browser's equivalent is
The URL to this image should be *URL*/apps/*NUMBER*/header_*SIZE*.jpg, and sometimes there might be some gubbins after that that don't matter.
Highlight header_*SIZE*.jpg and whatever is after that and delete it. (for example, if my URL was http://cdn.steampowered.com/v/gfx/apps/107100/header_292x136.jpg?t=1335890759 I would delete header_292x136.jpg?t=1335890759)
At the end of the URL, type header.jpg (for example, if my URL started off as http://cdn.steampowered.com/v/gfx/apps/107100/header_292x136.jpg?t=1335890759 then it would end up being http://cdn.steampowered.com/v/gfx/apps/107100/header.jpg)
Save this and you now have a high quality image to use for your game's grid icon.
