Baldur's Gate II (Shadows of Amn as well as Throne of Bhaal)

Planescape: Torment (December 1999, close enough)
The Elder Scrolls III: Morrowind
The Elder Scrolls IV: Oblivion
Legend of Grimrock (sure it's a 2012 game, but if you like your old Dungeon Master style games, then you'll love this)
Gothic I, II and III
Mass Effect
Knights of the Old Republic I and II
Vampire the Masquerade: Bloodlines
Jade Empire

With the exception of Planescape: Torment and Legend of Grimrock, all the ones I've mentioned were made between 2000-2007.

Mass Effect is a shooter with some RPG elements.

KOTOR is based off D&D rules IIRC which is why I consider it an RPG. Mass Effect sorta blurs the line, but there's certainly RPG elements there.

Any open world RPG's? I have Oblivion, Skyrim, Morrowind, Witcher etc

Only open world games I'd look into would be Daggerfall and Arena and they're pre-2000 games. Walking all of Daggerfall would be like walking across half of the UK in real life with randomly generated terrain.

Final Fantasy VII
Heck NO! The pc version of both games were horrible ...and I must say playing Final Fantasy isn't in my mind right now.

At least it's modable though.
