As it says in the title, reading standards England have stalled and have not improved since 2005 despite improvements to the educational system in the past decade.

I think it could be a mixture of both, the system can sometimes be lax with the students that don't have the attention span to learn, but then again its also the kids fault for not meeting the teacher half-way. There is a complete lack of co-operation~
