Thoughts of disabling GIFs as avatars / sigs.

There should be an option for that but ... you always could go host it somewhere else but it still doesn't take away the size problem.

Pardon me ... But I use the dev versions of Chrome.

I don't think disabling gifs is needed.

Every user can disable sigs themself. Also loading images shouldn't really be a problem because images should go to the browser cache and are also read from there later. Only drawing the image by the browser might slow page load down.

Noob:
I say make it an option for users
