So let's assume I have $0.62.
Should I get this: http://store.steampowered.com/app/259530/
or wait for discounts on other games ?
Don't really know much about the sales work. Do popular and/or decent indie games go under 1 dollar all that often?

There are no more flash sales for steam, has been that way for 2 years now so what you see on the winter/fall/summer sales are what they will be until the end of the sale.
If there is nothing else that catches your eye, go for it. It is a fun but hard game, shit I think I still haven't beaten the last stage/ bonus stage for it

Generally, seasonal sales are gonna be when most games are at their cheapest. Sometimes they get even cheaper if they're featured as a daily deal or if there's a publisher sale but those are less reliable to wait on.
I also have that game. I liked the artstyle and music but it was too difficult so I gave up after banging my head against the second level for a few minutes. =/
