So today after playing Terraria pretty late last night I wake up to see I can't launch Terraria.
When I first tried to start it up avast popped up saying a file within it was infected..
I install Malwarebytes and nothing shows up with in steam or any of my steam games.
I restart my computer and I cant even open steam now...
Is steam extremely bugged or has avast been infected by a virus?

Afaik it's a false positive. Try updating Avast! and see what happens.
Otherwise, read this thread (http://forum.avast.com/index.php?topic=101884.0) for some other solutions.

Which virus is it? Avast has a code for fake positives.. A fake virus =P.
