Magic can do a lot of things, but it cannot harm anything or anyone. So, as long as its not the destruction of memories but simply replacement or alteration, then indeed its possible. But only in a small dose, as if Magic concentrates too much around the brain then it causes Magic Corruption.

1) Memory supression might be risky as that implies that there would need to be a constant flow of magic around the brain, which would increase the chance of Magic Corruption.
2) Magic Corruption, put simply is where Magic energy that failed to be expelled from the body wraps around the brain and causes uncontrolled effects to the brain, which in turn causes what you found in the crazed Jester. Some suffer from diminished sense of reality, some suffer from enhanced anger and distortion of reason, some simply go insane in every sense of the word. It can be caused in many ways, simply Magic going near the brain can increase the chance of it wrapping around the brain and concentrating around it. The most common way is for a person to use Magic that is beyond their skill level, they attempt to expel all of the magical energy but since their brain cannot force out all of the energy from the body, it lingers around the brain, thus building up and eventually causing the infliction.
As we all know, Magic is controlled by the brain. It is mustered and concentrated there when the spell is initiated and when the spell is finished, it is sent from the brain to the body part that it is needed (most likely the hands, or in some cases the entire body will radiate the energy) and it is expelled there.

Not even a temporary one? Like how a circuit would break itself when it has too much electricity flowing in it.

Thats actually a good way of looking at it~

And well, I guess you could possibly have a temporary one, provided that the host has a strong enough capacity to handle the energy and that the energy isn't constant, by that I mean, it weakens over time.
