First of all you need the Stylish extensions, you can get it here --> https://chrome.google.com/webstore/detail/fjnbnpbmkenffdnngjfgmeleoegfcffe
After you installed it, open the extension menu and go into the Stylish app.
When you're in Stylish menu, click on the button that says "Write new style"

In the code box you paste this:

body, a:hover {cursor: url(http://cur.cursors-4u.net/games/gam-13/gam1235.cur), progress !important;}If you want a different cursor, you can pick one @ http://www.cursors-4u.com/

And for the applies to thing, make sure you got the settings like this:
